I don't know what I'm using, nothing is installed under /usr/local, whatever
the RPM does by default is what I'm using.

Oh.....wait!!!! /usr worked!!!! Thank you so much!

What are you using?  If the header files are under
/usr/local/include/mysql and the library files under /usr/local/lib/mysql
then you should use --with-mysql=/usr/local
