Hello Kevin, I had near the same problem. I use PHP 4.0.6, Apache 1.3.19, Oracle 9i 9.0.1 on a SUSE 7.2. Apache and PHP were working but after recompiling Apache (--with-apxs --with-oci8) it started 'running' but died and status was 'unused', even in debug mode the logs kept clean.
The only way that helped me was to reinstall apache from the SuSE installation After that it was successful. I don't know why. Perhaps I (and you) did compile a static and a dynamic version of PHP??
