I get that same message whether I use the .exe file or the DLL Followed those installation instructions to the letter I even have removed and reinstalled IIS 4 on my NT 4 server but I keep getting "Specified Procedure Cannot be Found" What really ticks me off is that when I try to run php scripts from the command promp, they don't work either.
