Still getting the same problem using the latest snapshot of PHP4,
which appears to have been released this morning.. info below.  

I have the latest libxml2 installed from FreeBSD ports 
/usr/ports/textproc/libxml2:

MD5 (libxml2-2.3.0.tar.gz) = 6d95744d6401036d6c06f82956b6ba06

./CONFIGURE OUTPUT:

server:/usr/src/php4-200103130845# ./configure --with- 
apxs=/usr/local/apache/bin/apxs --with-dom=/usr/local/lib --with-pgsql

checking for DOM support... yes
checking for DOM in default path... not found
configure: error: Please reinstall the libxml >= 2.2.7 distribution

/usr/local/lib (XML):
-rw-r--r--   1 root  wheel  514328 Mar 12 15:13 libxml2.a
lrwxr-xr-x   1 root  wheel      12 Mar 12 15:13 libxml2.so -> libxml2.so.5
-rwxr-xr-x   1 root  wheel  478970 Mar 12 15:13 libxml2.so.5
