You need to tell the IIS management tool thingy (I can't remember what it
was called on IIS3) to give the web site (or the folder containing your php
scripts) script (or perhaps execute) access - sorry I can't be more
specific - IIS3 is a dim and distant memory.

You could get hold of NT option pack 4 and upgrade to IIS4. It's free, and
goes a hell of a lot faster, and no doubt has an entirely different set of
bugs and vulnerabilities :)
