Yeah, its possible. You'd need to set up a server on your computer, since 
you didn't supply what OS you are running I can't give exact details about 
how to do that. But unless you are running Mac OS, I'd recommend going to:

www.apache.org

and investigating whether you can install apache server for your OS, then 
going to

www.php.net

and investigating whether you can build an apache module or CGI version of 
PHP for your platform. Once you have a server set up and running, just type:

http://localhost/ at your browser to get at php.....
