Assuming you are using IIS or PWS - if you are using the ISAPI module then
you need to at least stop iisadmin and start w3svc. If using CGI, then it
should just work ok. Maybe you have a stray 4.0.3 php4ts.dll in some
directory in your windows path.
If you are using another server you will probably need to stop and restart
the server.
