ok now it will print it's value correctly
but what about actually changing the cookie's value?
this line:
$_COOKIE['userInfo']="userID";
sets $_COOKIE['userInfo'] to "userID"
but it does not change the cookie file itself.
what must I do to accomplish that?

print "$_COOKIE['userInfo']";

Should be:
print $_COOKIE['userInfo'];
