Try something like this instead, if you want all of your
HTML to be in the $message variable:
$message = "<html>\n<head>\n";
$message .= "\t<title>title goes here</title>\n";
$message .= "</head>\n<body>\n";
for ($x = 0; $x < $num_rows; $x++)
{
$message .= "whatever you want to add\n";
}
$message .= "</body>\n</html>";
