Depending on your OS, you would set up some sort of cron job to run at certain intervals.
If that can't be done, Windows-type OS' can run a schedule to launch URLs into browser, so if your desktop machine was on at the time, it could launch a URL on the server which sends the emails for you... if you can set up a cron with your host, that'd be the way to go.
