It's the right approach, but since you're dealing with large amounts of user-contributed (untrusted, dangerous, suspicious, whatever) data both to create the forms AND to gather information from form submissions, I'd be very wary about security.
Infact, I wouldn't recommend it for a first project unless you've got some form of programming experience in a simular web language. Good luck!
