[PHP] PHP + SUN SOLARIS + exec() or sytem()

I have php 4.2.1 + apache 1.3.24 on sun solaris 8.
In my php files, system() and exec() commands ara not running.
Any help? ( my php.ini file, safe_mode=off  and safe_mode_exec_dir=no
value )
