If you want to tailor the page to the screen size (generally a bad idea in the first place), you'd have to do that with client-side code. Otherwise, when the user resizes their window your 'tailored' content doesn't fit correctly anymore.
Its generally a better idea to make sure your HTML looks nice at various sizes rather than try to force it into a specific format. However, that said, you can do some pretty nice stuff with CSS.
