No, it's not an issue of what PHP can do, it's an issue about the actual server, what mail programs they're running, what sort of filtering you can do on mail, whether you have a CGI version of PHP running, and the fact that they already may have a solution on the server which doesn't require any programming at all.
At the risk of repeating myself, talk to your ISP, and tell them what you want to achieve... chances are, they've already got it all sorted out for another client.
