You need to use the 'whois' protocol. I am sure you can find sample code snippets around. First, look up the address at whois.arin.net. Then, if delegated to one of the regional registries (like RIPE or APNIC), look it up again there. While this is the most effective way, keep in mind that you still can't determine with 100% certainty what country an IP address is in.
