No, it's server side. Only if you flush some kind of content, with parts of the script waiting to be executed after these contents are 'used' by the user. This would not affect in how much time certain script lines are executed (since it's the server who process them), but the overall execution time could be affected based on the connection speed.
Like, 10 seconds for modem users and 2 or 4 seconds for cable connections. But I have never seen a script that would use this technique... -- Julio Nobrega.
