Use PDFs or Word or something else. Straight HTML wasn't intended to be a
method of specifying exact locations for paper reproduction.
Using pdflib with PHP (you'll need to compile it in and possibly
purchase it
as well) you can do this. Using COM support under Windows/PHP you can
theoretically create Word files - how accurate you can get with specifying
object positioning via that method is something I don't know.
