Not all of it even if they do at all. Face it, how can someone who
cannot see, or somebody without the use of their arms, use a mouse to
navigate and trigger hover, drag and other mouse-orientated actions. I
know many of you will disagree that this can be done, but the complexity
of this is immense for the browser, and it just won't work in all cases,
because the nature of a disability is to differ in some way, and there
are a myriad of different disabilities, from blindness,
colour-blindeness, motor function problems, reading-disabilities, etc.
