That's interesting question.

Do you generate the pages, respectively do you specify something like this -

<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">

My experience is that this does not affect only the displayed characters, but the way the form fields are transported.

But perhaps I am wrong,
