I guess "Crazy" or "Crazy Person" depending on context.

e.g.

"Ya radge" == "You Crazy Person".

"She's pure radge!" == "She is crazy!"

Either phrase can be a good or a bad thing, it all depends on tone -
Scottish is very like Japanese in that respect :p
