It seems to work okay, except that at the TCP level, the client

than using a single connection for multiple requests. One

close" HTTP header after the first request.

That's definitely the reason. The server includes such a header when it intends to close the TCP connection after sending the response.

I've been trying to find a way to control this from PHP (or
Apache) - anyone know a way around that kind of thing?

Check the KeepAlive configuration directive in httpd.conf.

Hope that helps.
