Your image is a single, atomic, non-divisible, non-extensible, object.

You should have one URL for the image:
http://example.com/buildimage.php

And you can embed that image URL into some HTML:
<html>
  <body>
    <img src="http://example.com/buildimage.php"; />
  </body>
</html>

But if you try to spit anything other than the image out with the
image, you just build a broken image, because it's no longer a valid
JPEG (or GIF or PNG or whatever).
