I don't know what exactly you mean by "rails", as it seems to be a buzzword for half a dozen different things at the moment. However, I did come across this site in one of the RSS feeds that I subscribe to: http://www.phpontrax.com PHPonTrax claims to be "a web-application and persistance framework that is based on Ruby on Rails", though having not used it myself I can't speak for how accurate that claim is.
