I think that's the general idea behind PHP's autoload():

Using a caching tool like APC or Zend Optimizer would be helpful in
this area too:

http://zend.com/store/products/zend-optimizer.php

I think putting each function in it's own file is a bit drastic. 
There are simpler ways to gain performance.
