Nah, they are standard HTML entities. Depending on your PHP version, you may like to try playing with the third parameter, perhaps setting it to "UTF-8". See the following URL for more information:

AFAIK multibyte encodings such as UTF-8 aren't supported by some PHP versions though. It may be a PHP 5 feature?
