[PHP] Best way how to STORE DATA

Hi,
 what's the best way how to store a small amount of data, like list of 
categories or sections of a website.
 CVS (comma delimited text) x Database (MySQL, or other) x XML ?
 Which method is the fastest? Anyone has any personal experiences?
