[PHP] inserting arabic into mysql

I have a text area form and when I insert it into mysql I get letters like 
this:
Ã"ÃÅÃÂÃÂÃâÃ"ÃâÃâÃÂÃÅÃÂÃ" ÃâÃÅÃÂÃ"
ÃÂÃÅ 
Ã"ÃÂÃÂÃÅ...
instead of arabic letters. anything I know do to get it right?
