I found something online that is an /*application*/ that does pretty close to what I'd like to see in my previous post. I'd like to have a front end that could put the pieces together into one file. The application is "libero", at http://www.imatix.com/. Libero does require that the user hand insert the code inside of the function/block/procedure stubs.
