Both statements are equally true. :-) But, on the bright side, the Bad Guys have had less time to find and exploit the newer bugs, so your risk of attack is maybe a little lower... Your risk of falling prey to an actual bug in the behaviour of the software, without intentional human abuse, is higher with new software.
