It's possible to have a script running constantly, but Jay's right. CRON or some other task scheduler would probably be better. If you had something running constantly and there was some problem with your compile of PHP or something else that's getting used, there can be memory leaks or other issues that could cause complications. Running something periodically rather than constantly is probably better in most cases.
