PHP 4 is still being maintained for two reasons:
1) PHP 5 breaks bc (although only in minor ways)
2) Very few people upgrade to a new major version until at least the first point release (5.1). One of the magical things about open source software is that as long as someone still wants something updated, it will continue to be, so php4 will probably be maintained until around when php6 is released.
