After doing a lot of searching and trying many things, I finally got it working; at least to the extent that the extension is loaded.
I am not sure what all I did that is necessary, but the one thing that seems to have been necessary is to copy iconv.dll to my Windows\Systme32 directory. I hesitated to try that, since I avoid doing things like that unless they are necessary, and I assumed the dll should be accessible along with the other DLLS.
