I unzipped over the current folder (C:\PHP) and changed the INI file to point to the new extension directory (C:\PHP\ext) . When I try to access a PHP form with just <?= phpInfo() ?> on it, it hangs -- and eventually returns a time out message.

What do your logs tell you?
