I have some success with PHPEclipse on Windows, even with PHP5, but it is still work in progress, so some niggles are to be expected.
That said, the more people who try it out and identify problems, the quicker it will become more stable ?
As David has said, a rogue zip did get out, and that seems to be still accessible on some mirrors, so the next snapshot could be worth waiting for.
