Sign up for the ebay developers program and they give you access to their api plus instructions on how to implement. You will also have access to a sandbox environment to test your code. Be aware that once you move past the sandbox environment, access to the ebay api is charged based on the number of remote procedure calls you use. If I recall, you purchase in blocks.
