Well it depends on what you reckon it is a benefit for you to submit your work. If you just wanted to submit your work to gain recognition and win the possible prizes, but you do not have anything to contribute that may be considered innovative, there may not be much point in submiting anything now. The award is repeated every month. Maybe in the future you will be ready.

OTOH hand, submiting your work has other benefits like for instance get the feedback from other users that may find your work interesting and probably useful.

This award was created mainly to make potential contributors rethink what they submit. It is probably not very useful to contribute more template engines or MySQL database access classes if what is submitted does not add anything when compared with previously submitted work.

It is not like these classes that are very similar to each other will be rejected. This is is still a site that provides equal opportunities to all authors that submit their work.

It is more to motivate authors to invest their time and talent more on submitting something that is innovating or somehow provides a new solution that adds value to the PHP applications of those use the classes that are submitted.
