Hi Joe!

PHP will always runaway, doesn't matter with php.ini. There are some
location where php.ini located, as following:
1. SystemRoot e.g C:\Windows (on WinXP, Win9x), C:\WinNT (on WinNT4,
Win2000)
2. ServerRoot e.g C:\Apache\conf

I think the problem is your configuration directive, please make sure all of
them are correct.
