You're right of course, it doesn't - but it also makes no difference
to his problem:

<?php
        $m1 = 03;
        echo date("D M d Y", mktime(0, 0, 0, $m1, 28, 2004)) . "<br>";
        $m2 = 3;
        echo date("D M d Y", mktime(0, 0, 0, $m2, 28, 2004));
?>

They both output the exact same thing.
