No, it doesn't. You just mentioned that you like to edit your files
locally, and then push them up to the server -- this would allow you to
run CVS where you edit.

If you choose to go the command-line CVS client route, Karl Fogel's book
is invaluable: http://cvsbook.red-bean.com/ The print version has a number
of extra chapters about workflow management, which are useful no matter
what client you use.
