i'm new to php, but from what i can see.. you need to add the DDL that resides in your PHP directory..
LoadModule php4_module c:/php/sapi/php4apache.dll
or
LoadModule php4_module c:/php/sapi/php4apache2.dll for apache 2.xxxxx

Tried that already. I have never been able to get it to work on Win 98. It does seem to work on other windows versions.
