I found this: http://bugs.php.net/bug.php?id=13472
After reading that I'm still confused wether it was fixed. So I tested it a bit with php 4.3.3 trans_id on... ; does nothing url_rewriter.tags ="a=href, area=href, frame=src, input=src" ; makes bad <form><input/> entry url_rewriter.tags ="a=href, area=href, frame=src, input=src, form=fakeentry" ; makes bad <form><input/> entry AND appends SID to 'action' url_rewriter.tags ="a=href, area=href, frame=src, input=src, form=action" I would think that the last one should only append the SID to action and not add the input entry.
