Yes and no - even with Linux you still need to know HOW to lock down the machine and without doing so, there are still exploits that can be as, or more, dangerous than some Windows exploits (take the SSH exploit recently found that can give an intruder root access!).
Bottom line is that any OS has vulnerability if you don't have the know-how to lock it down - it's not a Windows-specific problem.
