In a such poor country like this, Free Software and Open Source could be the answer to the government's software needs. Unfortunately, MS has the monopoly in the government's software, and our leaders see GNU like "We don't have any support for that. Nobody guarantees us the GNU software's good performance. With MS we can demand answers to SOMEBODY." They say that they prefer to pay to get that "warranty". I know that it's going to be hard, but I'm willing to fight for what I believe in.
