Sounds like you have made a change in your php.ini file previously without restarting the webserver so now you have restarted your computer the change has kicked in. Did you make a php.ini backup last time you changed it? if so restore the backup. Disabling register globals, or turning up error reporting are two candidates that could cause the errors you posted.
