[PHP] PHPSESSID auto-append

What php.ini setting causes the following:

A link in a document <a href="index.php">index</a> gets modified by PHP, 
so that the end-user sees
<a href="index.php?PHPSESSID=(*Uwhatever*$GIODG">index</a>

in the source? How do you turn this off?
