phpfi? Are you sure you want to be building a version of PHP that's been obsolete for half a decade? If you're sure you know what you're doing and my snide comment hasn't already put you off, the README indicates that you should be able to do it with cygwin (although I don't know what might have changed between the time that was written in 1998 and now). Give that a read--might have something you can use. Other than that, all I can say is that PHP/FI was never really recommended for use on Win32 except as kind of an experiment.
