Not that I know of but if you know of such a lovely place...please do enlighten me :-) Besides a lot of spam comes from "offshore servers" where no real country is responsible...and most countries are not bothered anyway. Spam is big business and I read on google a site is charging around 150$ a month for hosting a site and offering you just 25mb of space..no databases/php/cgi-bin etc just a mail server and you can send however much of junk you want from there....
