Unless I am mistaken, I am pretty sure you need to have sometype of .php
extension. Unless you could put a line in the httpd.conf file like:
AddType application/x-httpd-php .html

BUT, I HAVE NEVER DONE THIS SO PLEASE WAIT FOR A MORE EDUCATED
ANSWER.........
