I can't reproduce it. Please try to execute the same code using PHP CLI. Note that the php server did not stop working and could handle new requests and even requests while the suspect one is in progress. The readfile() statement never returns. Note that both scripts are on the same server! This above was test was done running php as an apache module (mod_php) and works 100%.
