Bug description: LoadLibrary("php5actionscript.dll") failed

I am very new to PHP, and a trying to install it.
When I try to run the regsvr32 php5activescript.dll command, I get the
following error.
LoadLibrary("php5actionscript.dll") failed - The specified procedure could
not be found.
Any Ideas?
